As a Greek news website branded Stanley Johnson's trip ‘unbelievable', MPs urged Boris Johnson to explain why his father appears to be bound by a ‘different set of rules' to those imposed on ordinary holidaymakers.

The declaration also authorizes the Honduran government to make extraordinary use of public funds to combat criminal gangs known for involvement in illicit activities such as kidnapping and drug trafficking.

This extortion generates annual profits equivalent to $737 million for the gangs, nearly 3% of the country's gross domestic product, according to the Association for a More Just Society, a security-focused non-governmental organization. In one ten-day orgy of violence in the capital Port-au-Prince back in July, 300 people were killed and at least 50 women and girls were subjected to rapes - many of which happened in front of their young children.

TEGUCIGALPA, Nov 24 (Reuters) - Honduran President Xiomara Castro declared a national security emergency on Thursday and began implementing a new plan to combat a rising number of cases of extortion by violent criminal groups operating across the country.

In some slum neighborhoods, drinking water cannot be distributed as roads are cut off by garbage that has not been collected for months and flooded by clogged canals and sewers, according to medical charity Médecins Sans Frontières.

Castro's new measures would allow the suspension of some constitutional rights in areas with predominant criminal gang presence, a deployment of 20,000 police agents, new security controls on roads and athens airport to city taxi cost measures against money laundering.

Speaking in the Commons, Liberal Democrat Alistair Carmichael said: ‘This is simply further evidence that when it comes to following the rules, it is one rule for the Conservatives and one rule for everyone else.

Most of the city is controlled by G-9, a coalition of ten gangs, which is led by Jimmy 'Barbecue' Chérizier - a former police officer who led his own Delmas 6 gang while still in the force but who now focuses on crime full-time.

President Moise was said to have benefited from this, including allegations that he allowed G-9 - now the country's largest coalition of gangs - impunity in the capital provided they targeted his political opponents.

Speaking from his mountain-view villa in Pelion - which he lets out to tourists - Mr Johnson said Greek officials were happy to allow him in and the ban only seemed to apply to ‘bulk arrivals' of British holidaymakers.

Though many of Haiti's gangs are involved in traditional underworld activities such as drug running and Thessaloniki guided tour gun smuggling, many control large parts of the country's regular economy - factories, airports, power grids and best day trips from athens business districts.

Into that power vacuum have moved hundreds of highly organised and extremely violent criminal groups which often have links to politicians and police - meaning they are free to kidnap, murder and commit atrocities such as gang rapes at will.

Port-au-Prince is now a patchwork of territories whose brutal leaders - largely free of political influence - are now free to operate as they please, warring over territory and revenging on each-other in what has become an ever-escalating spiral of violence.

The plan follows pressure from businessmen, truck, bus and minibus taxi athens drivers, residents and non-governmental organizations (NGOs) who say extortion - largely by the Mara Salvatrucha MS-13 and Mara Barrio 18 gangs - has worsened in recent months.

More than 400,000 sunseekers are thought to have had their Greek holidays ruined by government delays in relaxing the global travel warning, along with Greece's decision to ban direct flights from the UK until July 15.

Haitians living abroad have long propped up the economy of their Caribbean homeland, with remittance flows rising to $4.4 billion last year, representing 21% of Haiti's Gross Domestic Product (GDP), according to the World Bank.

Unable to find stable jobs, many were recruited into gangs which were steadily growing in influence and power beginning around 2018, according to the Global Initiative Against Transnational Organised Crime.
