Lokalny rynek pracy winien upatrywać szans w podnoszeniu kwalifikacji osób bezrobotnych poprzez szkolenia oraz pomocy przedsiębiorcom ze strony Urzędu Pracy przy zatrudnianiu nowych pracowników, co może stać się skutecznym narzędziem przeciwdziałania bezrobociu. Dane z lat 2007 - 2011 wskazują na wyraźną przewagę bezrobotnych kobiet nad mężczyznami. Międzynarodowe badanie studentów i absolwentów, Raport Deloitte i Katedry Rozwoju Kapitału Ludzkiego SGH w Warszawie, Warszawa 2011 Pierwsze kroki na rynku pracy.
